Answer: You said that you don't have a product, but do you have a customer list? Your customer list is the foundation of your Internet business. Your list gives you leverage and people that you can market to whether you promote your own products or those of your joint venture partners.
If you don't have a list then start building one right now. You don't need a product to build a list. You can accomplish this by selecting a niche you want to participate in. Then create a squeeze page that captures the personal information, name and email, of the list subscribers. Drive all your traffic to your squeeze page. You can generate this traffic through article marketing, Google AdWords, solo ads, and other traffic strategies.
Let's assume that you have subscribers to your list. Affiliate marketing is really easy. Find an affiliate program, sign up for it, and they will give you all the tools to market for them. For example, they will give you the prewritten emails, subject line, and your affiliate link.
You send these emails, which contain your affiliate link, to your list. This affiliate link will keep track of your sales. It is important to include this link so you earn all the affiliate commissions that you are due.
Tip: If the affiliate program doesn't provide you email copy then swipe some copy from their sales letter and put it in your email. They should have made it easier for you, but you can take matters into your own hands.
Tip: Make sure that the emails you send are in your niche. For example, let's say you have built a list of people interested in health topics. Don't promote products to your list that are too far removed from the health niche. Your list subscribers will be unresponsive because the products don't meet their interest.

In answer to your joint venture question, the only way you can do a joint venture is if the other person has a product. You can market that product to your list. Your joint venture partner supplies the product and you supply the list.
If you don't have a list or a product then you can't offer anything to a joint venture partner. You need one or the other or both.
